The Hotwav Cyber 13 has a non-folding, fixed-form design measuring 176.8 mm tall, 84.2 mm wide, and 16.8 mm thick, with a total volume of approximately 250.09 cm³ and a weight of 388 g. It carries an IP68 ingress protection rating, classifying it as waterproof against dust and water immersion. The device does not feature a rugged-certified build despite its water resistance credentials.

The Hotwav Cyber 13 features a 6.6″ IPS LCD touchscreen with a resolution of 720 x 1612 px at 267 ppi and a contrast ratio of 1500:1, delivering a reasonably detailed image for its panel type. The display runs at a 90 Hz refresh rate, contributing to smoother on-screen motion during everyday use. It does not support HDR10, HDR10+, or Dolby Vision, and there is no Always-On Display mode, secondary screen, or branded damage-resistant glass.

The Hotwav Cyber 13 is driven by the Unisoc T606 chipset, built on a 12 nm process with an eight-thread CPU running all cores at 1.6 GHz in a big.LITTLE configuration with HMP support, alongside a Mali G57 MP1 GPU clocked at 650 MHz with 64 shading units and DirectX 12, OpenGL ES 3.2, and OpenCL 2 support. The device comes with 8 GB of DDR4 RAM at 1600 MHz and 128 GB of eMMC 5.1 internal storage, expandable up to 1 TB externally, and supports a maximum total memory of 14 GB at up to 12.8 GB/s bandwidth. Cache is organized across 128 KB L1, 2 MB L2, and 1 MB L3 layers, while the SoC includes integrated LTE, integrated graphics, and ARM TrustZone security, with a TDP of 10 W. Benchmark results place it at 1391 (multi) and 371 (single) on Geekbench 6, 1175 (multi) and 313 (single) on Geekbench 5, and a PassMark score of 2663 overall with 988 in the single-core test.

The main camera on the Hotwav Cyber 13 uses a single-lens CMOS sensor at 64 MP with an f/1.8 aperture and a pixel size of 0.7 µm, capturing video at up to 1080p 30 fps with continuous autofocus, phase-detection autofocus, and slow-motion support, though it lacks optical image stabilization, laser autofocus, a BSI sensor, and optical zoom. Manual controls extend to exposure, ISO, focus, and white balance, while additional shooting modes include HDR, burst, touch autofocus, and in-camera panorama, though RAW capture, manual shutter speed, and 360° panorama are not available. A single LED flash is present at the rear, with no dual-tone or RGB flash option. The 16 MP front camera sits at f/2.2 in a standard single-lens arrangement without an under-display position or front-facing flash, and neither HDR10 nor Dolby Vision recording is supported on either camera.

The Hotwav Cyber 13 runs Android 14, an open-source platform that supports multi-user operation, on-device machine learning, offline voice recognition, voice commands, and device tracking. Privacy tooling covers clipboard warnings, location controls, and camera and microphone access management, though Mail Privacy Protection, cross-site tracking blocking, and Wi-Fi password sharing are absent. On the usability side, the OS includes dark mode, dynamic and manual theme customization, customizable notifications with a media picker, picture-in-picture, split-screen multitasking, full-page screenshots, Live Text, sharing intents, widgets, a child lock, battery health check, and an extra dim mode, while focus modes, app offloading, Quick Start, and PC mode are not supported. Direct OS updates from the vendor are not available, though users can play games while they download.

The Hotwav Cyber 13 is equipped with a 10800 mAh rechargeable battery that supports fast charging, and a charger is included in the box. A battery level indicator is present for monitoring charge status. The battery is not removable and does not support wireless charging.

The Hotwav Cyber 13 includes stereo speakers but omits a 3.5 mm headphone jack, so wired audio requires an adapter or USB-C headphones. There is no radio tuner, and Bluetooth audio codec support is limited — aptX, aptX HD, aptX Adaptive, aptX Lossless, and LDAC are all absent.

The Hotwav Cyber 13 supports dual SIM cards with a cellular module, Wi-Fi 4 and Wi-Fi 5, and Bluetooth 5.1, though 5G is not available and maximum download and upload speeds reach 300 Mbits/s and 100 Mbits/s respectively. The device connects via USB Type-C at USB 2.0, includes NFC, and has an external memory slot, while HDMI output and DLNA certification are absent. For location, it covers GPS and Galileo alongside a compass and accelerometer, but lacks a gyroscope, barometer, heart rate monitor, infrared sensor, and ANT+ support. Biometric security is handled by a fingerprint scanner, with no 3D facial recognition or iris scanner present, and there is no stylus, built-in projector, crash detection, satellite SOS, or motion and optical tracking.

The Hotwav Cyber 13 includes a video light for illumination during video recording, while its display is flat rather than curved and uses neither sapphire glass nor an e-paper panel.
