The Hotwav Cyber 15 features a rugged build with an IP68 ingress protection rating, confirming full waterproof capability for demanding conditions. It measures 174.6mm in height, 82.3mm in width, and 12.8mm in thickness, with a total volume of 183.93cm³. The device weighs 292g, which reflects the heavier construction typical of ruggedized handsets. It does not support a folding form factor.

The Hotwav Cyber 15 uses an IPS LCD touchscreen measuring 6.6″ with a 1080 x 2408 px resolution and a pixel density of 400ppi, producing a sharp and detailed image. The display runs at a 120Hz refresh rate, contributing to smoother motion during scrolling and general use. A secondary screen is also present alongside the main panel. However, the device does not support HDR10, HDR10+, or Dolby Vision, lacks an Always-On Display mode, and does not feature branded damage-resistant glass.

The Hotwav Cyber 15 is powered by the Mediatek Helio G99 chipset, built on a 6nm process with an octa-core CPU configuration of 2 x 2.2GHz and 6 x 2GHz cores across 8 threads, using big.LITTLE architecture with HMP support. It comes with 12GB of DDR4 RAM running at 4266MHz across 2 memory channels, offering a maximum memory bandwidth of 17.1GB/s, paired with 256GB of eMMC 5.2 internal storage expandable up to 2TB. Graphics are handled by the Mali G57 GPU clocked at 950MHz with a turbo frequency of 2133MHz, 32 shading units, integrated graphics, DirectX 11, OpenGL ES 3.2, and OpenCL 2.0 support across up to 2 displays. The chipset scores 415,300 on AnTuTu, 1,979 on Geekbench 6 multi-core, and 729 on single-core, while operating within a 5W TDP and a maximum CPU temperature of 95°C. Additional platform features include integrated LTE, 64-bit support, ARM TrustZone security, and a CPU TDP of 5W.

The Hotwav Cyber 15 features a dual-lens rear camera system with a 200MP and 24MP configuration, both at f/1.8 aperture, using a CMOS sensor with phase-detection autofocus, touch autofocus, and continuous autofocus during video recording. Manual controls cover exposure, ISO, focus, and white balance, while burst mode, HDR, slow-motion video, and in-camera panorama are also supported. Video recording reaches up to 1440p at 30fps, though optical image stabilization, optical zoom, laser autofocus, manual shutter speed, RAW capture, HDR10 recording, Dolby Vision recording, and 3D photo or video capabilities are not available. The rear flash consists of a single LED unit without dual-tone or RGB configuration. On the front, a 32MP single-lens camera with an f/2.45 aperture handles selfies, but it lacks a front-facing flash and is not positioned under the display.

The Hotwav Cyber 15 runs Android 13 and includes a broad set of privacy controls, covering clipboard warnings, location privacy options, and camera and microphone access management, though Mail Privacy Protection and cross-site tracking blocking are not available. Customization options include theme customization, dynamic theming, dark mode, and an extra dim mode, while focus modes and app offloading are not supported. The OS supports split-screen multitasking, Picture-in-Picture, widgets, customizable notifications, a media picker, full-page screenshots, Live Text, sharing intents, and the ability to play games while they download. Multi-user support is present alongside a child lock, offline voice recognition, voice commands, and device position tracking. On the security and update side, direct OS vendor updates are not provided, and features such as Wi-Fi password sharing, battery health check, and Quick Start are absent. The operating system is free and open source, and on-device machine learning is also included.

The Hotwav Cyber 15 is equipped with a 6280mAh rechargeable battery that supports 33W fast charging, and a charger is included in the box. A battery level indicator is present for monitoring charge status. The battery is not removable, and wireless charging is not supported.

The Hotwav Cyber 15 has a notably limited audio feature set. It does not include a 3.5mm headphone jack or stereo speakers, and there is no built-in radio. On the wireless audio side, none of the high-quality Bluetooth codec standards are supported, with aptX, aptX HD, aptX Adaptive, aptX Lossless, and LDAC all absent.

The Hotwav Cyber 15 supports Wi-Fi 4 and Wi-Fi 5, Bluetooth 5.0, NFC, and GPS with Galileo, alongside a cellular module and dual SIM capability, though 5G is not available. Wired connectivity is handled via a USB Type-C port running USB 2.0, and an external memory slot is present for storage expansion. Download speeds reach up to 650 Mbits/s with upload speeds of up to 150 Mbits/s. Biometric security is covered by a fingerprint scanner, while 3D facial recognition and an iris scanner are not included. The sensor suite includes an accelerometer, but a gyroscope, compass, barometer, infrared sensor, heart rate monitor, and motion or optical tracking are all absent. Additional features such as HDMI output, ANT+ support, DLNA certification, satellite SOS, crash detection, a built-in projector, and a stylus are not part of the device.

The Hotwav Cyber 15 includes a video light for use during video recording. The display is flat rather than curved, and neither sapphire glass nor an e-paper panel is used in its construction.
